First Energy-Balanced Community of Ukraine
Energy-Balanced Community – even for western Europe it's a new concept to generate the community's energy on its own territory (village, town, city, etc.). The balance between the energy consumed and the energy produced within the community is achieved exclusively from renewable energy sources of local origin. Several towns of Germany and Austria have introduced this approach. In 2009, with the assistance of the European community, one Hungarian town joint this approach.
The "First Energy-Balanced Community of Ukraine” is a joint initiative of the agency "CONCEPT” and German Expert Team of Technology Center of Electical Engineering (Stuttgart, Germany), specialized in Decentralized Municipal Energy Systems with the support of the Ministry in issues of Housing and Municipal Economy of Ukraine. The project aim is to attract the best experience of EU countries to develop and implement a pilot project transforming one of the Ukrainian communities to a community with (at least) zero balance of energy consumption and production based only on the production of energy from renewable sources of local origin, maintaining the community's industrial structure and it's social living environment.
The project includes:

Competition of Ukrainian communities for developing and implementing the pilot project

Energy Audit of the selected community with regard to economic structure and its way of life

Development of a project proposal to transform the community to a community with (at least) zero balance of energy consumption and production based only on the production of energy from renewable sources of local origin, maintaining the community's industrial structure and it's social living environment,

Preparation and filling of documents in accordance with EU technical assistance programs

Further implementation of the pilot project and extension of the development and implementation of decentralized municipal energy systems for other interested communities in Ukraine.
