Long-term experience (more than ten years) heads the Agency with local communities in Ukraine market advisory services illustrates the need for local asset reflection of modern cities to the ever emerging challenges - civilizational, national, local. It forms a social request for understanding on abstract or theoretical level the positioning, goals and role of communities in their regional, national and international contexts.
In last years the market was overcrowded with the proposals to develop strategic plans of local communities. However, it placed communities to new questions: How and what strategy to choose? Which one is the better strategy for us?, .
The strategic plan, as we do believe, is more a "road map" for community, which is derived from a conceptual vision of the future (in the long, medium and short term). In addition, analysis of one section of the strategic plan - vision - suggests that as a must of these plans. But it comes down to common standard, often repeated ideas of "expectation of happy life” without taking into account the specific peculiarities of community’s unique features as a living organism. In this case, its not a big surprise, that most of strategic plans are reduced to some common methods of work with the community and does not significantly affect the formation of their future.
We do believe that frivolous attitude to the stage of conceptual analysis and design of communities’ future makes it objectively impossible to control the formation of the future. Awareness of this fact led us to the need for theoretical understanding of modern ideas and approaches to the phenomenon of development and management as a concept first Finding answers to questions among contemporary theoretical and methodological developments have brought us to the necessity to determine the full set of principles of community development and deployment mechanisms of these principles in project and organizational management solutions.
Our active work, on the one hand, customers with a new vision, and on the other hand, with modern theories, gave us the opportunity to articulate the conceptual basis of the analysis, design and management, as reflected in the name of our organization. Meanings of the term "concept" - such as: the general idea, basic idea, principle, concept - most relevant to the abstract level of understanding that we invest in this phrase.
